Hybrids get better mileage in stop-and-go traffic because they use their electric motors more then. If we're concerned about keeping state revenues up, keep 'em in the carpool lanes. If we're interested in cutting gas consumption and pollution, force 'em into the regular lanes, even when they're carpooling.
